Government plans for more small-size apartments in Belarus

MINSK, 11 December (BelTA) - There are plans to build more small-size apartments, which are more affordable, including rented homes, Belarus’ Prime Minister Mikhail Myasnikovich said at the nationwide session hosted by the President on 10 December to resolve problems in the civil engineering industry and improve the management of executive personnel, BelTA has learned.

According to the Prime Minister, this will solve problems of many young families. “Modernized large-panel house-building factories are able to construct such apartments. We will make the decision and amend the effective legal framework and technical documentation for the construction of such houses,” Mikhail Myasnikovich said.

He noted that industrial enterprises do not do enough to provide their own staff with housing. To some extent such a situation is attributed to the fact that enterprises which construct housing at the expense of the state must transfer revenue from selling the apartments to the budget. According to the Premier, this practice should be abolished so that enterprises could save this money and use it to build new apartments and rented housing for employees. However, currently they do not have such a stimulus. “Agricultural organizations should build more apartments for their employees, for doctors and teachers who work in the countryside,” Mikhail Myasnikovich said and added that they should use their own money to this end. He also suggested taking a decision to make construction materials used for these purposes cheaper.

As far as housing construction is concerned, there are plans to build 2.5 million m2 of apartments with state support in 2014. The state will build 400,000 m2 of rented homes, social welfare housing and apartments for people who are to be moved out of dilapidated houses. Close attention will be paid to providing large families with apartments (0.5 million m2). The government has plans to step up the construction of individual housing (2.2 million m2). The government order is expected to total 800,000m2 of which 120,000m2 have been reserved for servicemen.

The budget for housing construction in 2014 is Br46.9 trillion, up almost 25% as against the 2013 figures. The building of infrastructure will require Br5.9 trillion, which is more than in 2013. It is noteworthy that 60% of the required funds will be allocated from the national budget.
