Belarus President against inflating bureaucratic apparatus

MINSK, 11 January (BelTA) – It is necessary to establish a compact and effective administrative structure in Belarus without inflating the bureaucratic apparatus. President of Belarus Alexander Lukashenko made the statement at the government session held on 11 January to discuss the optimization of the structure, the number and functions of government agencies, BelTA has learned.

“First of all, we have to reduce the number of civil servants and to streamline functions of the state machinery. All the unnecessary things that multiply red-tape practices and impede the dynamic development of the country should be cut out,” said the head of state. “We should rely on skills instead of numbers to achieve results”.

Alexander Lukashenko believes that the constant improvement of the administrative system and its mechanisms is one of the key trends in the development of the modern state. In his opinion, reforming the state machinery is a must for raising the effectiveness of the state authority.

The President remarked that Belarus already has experience of reforms: “Starting with the creation of a slender power vertical after the first presidential election. Largely thanks to that we have managed to overcome the then systemic crisis that engulfed the entire post-Soviet space and have managed to prevent chaos and the fall of the country. Later on the state administration agencies successfully tackled complicated tasks of the economy revival, the establishment of statesmanship, and the consolidation of the society”.

Yet the President admitted that in the last few years the administrative structures have grown a bit excessive. Alexander Lukashenko underlined that they have to improve the dynamics and quality of their work and should keep in mind the full measure of changes in the country’s life and modern economy management requirements.

“The guideline has been determined: effectiveness and optimal numbers,” said the head of state.
