MINSK, 20 August (BelTA) – The government has approved a draft concept on the development of the Belarusian integrated service and settlement system (BISSS) as well as its action plan. The relevant decision was taken at the meeting of the Presidium of the Council of Ministers on 19 August, BelTA has learned.

BISSS will unite various official information systems to provide the customer with electronic administrative, information and payment services based on single rules and instruments on the whole territory of Belarus. The main instruments of the system which secures cooperation of individual and corporate clients with state information systems and resources with be the Belarusian electronic card (BEC) and the united identification system.

BEC is a multipurpose smart card with all necessary software on state and other services. BEC can be used, for instance, instead of e-tickets for sport and cultural events, air and railway tickets, etc.

According to the draft concept, among the major areas of application for multipurpose smart cards should be banking services, tax liabilities, insurance, e-commerce, public transport fares, public utilities and others. The BISSS client base will include individuals, legal entities, government bodies, executive authorities and other organizations providing public service as well as banks, service providers, utilities suppliers, trading and service facilities offering social goods or services.

The implementation of the project will promote the development of the national information infrastructure which is a fundamental condition for setting up a market of information and “knowledge-driven economy”, improve the quality of administrative procedures.

The development of the system will be divided into several stages. The first step will be the implementation of basic software for the Belarusian electronic card.
