New Housing Code becomes law in Belarus

MINSK, 4 March (BelTA) – The new Housing Code of the Republic of Belarus took effect on 2 March, BelTA has learnt.

One of the main goals of the document is consolidation of housing relations and securing their consistency. The previous code was adopted in 1999 and had not been revisited since then. The legislative regulation in the field had been enhanced by the President’s decrees on the most important issues.

The Housing Code traditionally regulates housing relations: receiving and dispossession of dwelling, charges for public utility services, housing stock management, the use, privatization, redesign of dwelling, other issues.

Apart from that, the code provides for norms of significant importance for further enhancement of housing relations. In particular, they expand the rights of property owners in the use of their private premises.
The document also establishes the order of alienation of dwelling and explains the process of turning nondomestic premises into living area.

The new Housing Code specifies the order of paying for public utility services.

The Code was signed by the President of Belarus on 28 August 2012.
