Belarus president urges to lift barriers impeding rural business development

MINSK, 15 September (BelTA) – It is necessary to lift barriers impeding the development of business in small towns and rural areas, Belarus President Alexander Lukashenko gave this instruction when he heard out a report of Antimonopoly Regulation and Trade Minister Vladimir Koltovich on the draft decree “On creating conditions for the development of trade, public catering, and consumer services” on 15 September, BelTA has learned.

In August, at the session to discuss business promotion focusing on a package of corresponding documents, the head of state asked the heads of specialized agencies to report on every draft legal act in detail.

“Trade, public catering, consumer services are very important, first of all, in small towns and rural areas. There is no need to explain it. The measures that we will take should be focused on this branch of the services sector. We have agreed that it is needed to lift senseless and unnecessary barriers impeding progress and work,” Alexander Lukashenko said. “A simple mechanism is needed, everything should be absolutely clear for people and safe, in compliance with sanitary norms and organizational measures. This is the concept.”

The head of state asked what approaches are envisaged in the draft decree, what amendments have been made after the discussion.

Vladimir Koltovich said that the document will help keep the quality, cost and range of guaranteed consumer services in rural areas. The main principle was as follows: even the best causes in business liberalization should not result in the loss of control and manageability in the economy.

“This decree provides for a mechanism fulfilling the following task: competition should be everywhere, state regulation should be applied where it is required,” the minister said.
