New draft decree to revise powers of audit agencies in Belarus

MINSK, 22 September (BelTA) – Audit agencies will not be allowed to suspend the operation of enterprises after inspections. Belarus President Alexander Lukashenko instructed Chairman of the State Control Committee Leonid Anfimov to include this provision in the draft decree “Concerning measures to improve control (audit) activities” on 22 September, BelTA has learned.

The head of state pointed out the fact, in accordance with the existing legislation, audit agencies can temporarily suspend the operation of enterprises. “It is not up to auditors to decide. You should voice your claims to the directors of enterprises and businessmen, and they will decide whether they should suspend or continue their work,” Alexander Lukashenko noted. “Directors may decide to suspend work and eliminate drawbacks. If they decide to continue their work, they will be responsible for the outcome.”

Leonid Anfimov told journalists after the report that auditors will send notes of warning to enterprises. “And then their directors will decide whether they should stop their work or continue at their own risk. But directors should be fully responsible for the outcome. If they do not eliminate violations and the enterprise continues to work, if there are, God forbid, any grave consequences, there will be a criminal case,” he said.

At the same time, the chairman of the State Control Committee said that auditors will be able to suspend the manufacture of products which can pose a threat to the lives an health of people.
