Belarus to ratify EAEU Customs Code in October

MINSK, 30 June (BelTA) – Belarus intends to ratify the customs code of the Eurasian Economic Union (EAEU) in October, BelTA learned from First Deputy Chairman of the State Customs Committee of Belarus Vladimir Orlovsky before the session of the public advisory board under the aegis of the State Customs Committee on 30 June.

According to the source, the changes the new Customs Code of the Eurasian Economic Union will introduce are high on the agenda of the 30 June session of the public advisory board. The State Customs Committee is working with other government agencies to prepare amendments to Belarusian laws to accommodate the Customs Code changes. A draft presidential decree has been prepared to implement the Customs Code’s reference rules. “We’ve invited representatives of the private sector to discuss the document. After that the draft decree will be forwarded for consideration of government agencies and public organizations. The process will last roughly till October before our parliament ratifies the Customs Code of the Eurasian Economic Union. Just like the Customs Code the presidential decree is supposed to come into force on 1 January 2018,” explained Vladimir Orlovsky.

The official noted that the public advisory board represents a good platform for discussing customs legislation novelties. “The changes affect virtually all spheres of the customs service. The main norms are stipulated by the Customs Code. Today we are going to discuss reference rules. We’ve had some differences of opinion with other government agencies and would like to discuss the issues with representatives of the private sector. It is always useful to hear out the side, which is going to use these norms. The reference rules the draft presidential decree will implement affect the transportation of goods using customs transit procedures inside the Eurasian Economic Union. They also affect free customs zone procedures and the norms relating to free economic zones,” said the official.

The Customs Code of the Eurasian Economic Union is one of the core documents in the Eurasian Economic Union’s legal base. The Eurasian Economic Union Treaty stipulates that customs regulations will be implemented in line with the Customs Code. The document is supposed to replace the effective Customs Code of the Customs Union and the international agreements on customs regulation, which were signed in the early stages of economic integration — the Customs Union and the Single Economic Space.
