Belarus’ Council of Ministers passes concept bill on public-private partnership

MINSK, 21 June (BelTA) – The concept bill on public-private partnership (PPP) was approved at the meeting of the Presidium of the Council of Ministers of Belarus chaired by Prime Minister Mikhail Myasnikovich on 21 June.

According to First Deputy Economy Minister Anatoly Filonov who presented the concept at the meeting, the document should make the basis of the legal framework promoting the development of all PPP types in Belarus. The major goal in the development of the document is to promote investment in the country’s economy, secure the efficient use of the state property, develop knowledge-intensive industries, improve technological processes, develop the facilities of the engineering, transport and social infrastructure.

The laws on public-private partnership have been adopted in many countries: Germany, Poland, Japan, South Korea, Ukraine, Moldova, and others. The corresponding model law is effective in all Russian regions. The adoption of the law in Belarus will create necessary legal conditions for PPP development, give additional opportunities for cooperation between the state and business.

According to Belarus’ Premier Mikhail Myasnikovich, the document will be good news for both national and foreign investors. “They will see we are consistent in the implementation of the principles of the mixed economy,” he said. At the same time the Belarusian head of government instructed the developers of the document to work out a so-called glossary. “Task number two is legal regulation, i.e. the order of work. The third thing is to connect it with the present legislation,” the PM said. Mikhail Myasnikovich also ordered to analyze the issues concerning the organization of control and execution of the new law in order to make it efficient in the future. “I hope our private sector, representatives of international organizations will take an active part in the finalization of the document,” he added.
